–A Paynesville man has been charged with sexually abusing a 5-year-old boy. 22-year old Cody Dean Kelso was charged Wednesday in Stearns County with first-degree criminal sexual conduct. According to court documents, a man called police Monday to report that Kelso had admitted to sexually assaulting a 5-year-old. Police spoke with Kelso later that day and he admitted to abusing the child at the child’s home sometime during the previous month. Kelso was being held in Stearns County Jail. –On Wednesday, the Minnesota House passed the Job Growth & Energy Affordability, Agriculture and Environment & Natural Resources Supplemental Budget bill (HF 3931) on a bipartisan vote of 72-54. Rep. Ron Kresha, R-Little Falls, issued the following statement on the $40 million of broadband funding contained in the bill. Kresha was quoted “Including broadband dollars in the omnibus education bill, we’ve proposed $47 million in new broadband investment,” said Kresha. “When combined with federal Connect America Funds, over $100 million in broadband initiatives and investment will flow into rural broadband projects. We owe it to the residents of our unserved and underserved areas to provide the internet connection they need to keep pace with the Twin Cities.”
–Two lawsuits filed Thursday in Stearns County accuse former St. John’s Prep headmaster Rev. Timothy Backous of sexually abusing two children, one in the early 1980s and another in 1990. The lawsuits don’t describe specifics of the abuse, other than to say one victim was 12 or 13 at the time and was a member of the Boys Choir and the other victim was 16 or 17 and was a Prep School student. Backous has been accused previously of sexually abusing a boy during a 1990 European tour by the choir. St. John’s Abbey in 1991 looked into the allegations and found them to be unsubstantiated. The parents of the boy who accused Backous of sexual misconduct renewed the allegations in June 2014, and the Abbey retained an independent, third-party investigator to review the claim. The claims again were determined to be unsubstantiated.
