--The state ruled that an adult foster home in St. Cloud overcharged a client rent before the foster home lost its license and closed for other reasons in mid 2018. A February 7th memo states that Richard Kelly Adult Foster Care collected too much rent from a vulnerable adult and provided him or her less "personal needs" money than warranted, according to the Maltreatment Investigation Memorandum. The state concluded it was financial exploitation. The amount of money mismanaged was not determined by investigation. Richard Kelly Adult Foster Care lost its license last year when a different state investigation determined Kelly emotionally abused six vulnerable adults. The financial maltreatment ruling is still subject to appeal. Kelly never appealed the revocation of his license, and the foster home remains closed.

--Last night was the deadline for fish houses to be off of the southern two-thirds of Minnesota's lake and rivers. The extreme cold and snow from previous weeks has made the task very difficult for many. Plows and large vehicles were needed on Lake Mille Lacs over the weekend to get the fish houses off the lakes and this is the same situation for other lakes in the region. The northern third of the state (north of Highway 200) has until March 18th to get the fish houses off.

By this Saturday the high is forecast to be near 30, though the average high for the 9th of March should be around 41 degrees.

--Governor Tim Walz announced Monday that he plans to pursue an ambitious goal to bring Minnesota's electric sector to 100 percent carbon-free energy by 2050. The proposal would require electric companies in the state to switch to clean energy in the next three decades and bar them from replacing or setting up new power generators with fossil-fuel power sources unless there's no reliable or affordable carbon-free power source available. The call to drop fossil-fuel power sources comes more than a decade after Minnesota lawmakers and then-Governor Tim Pawlenty in 2007 approved a plan to require that utility companies in the state get at least 25 percent of their energy from carbon-free sources by 2025.
